U.S. Dept. of Labor Refuses Comment Period Extension
on Proposed Overtime Rules

Liability Shift on Credit Card Transactions is October 1, 2015 

Effective October 2015 the card brands (Visa, Mastercard, Discover and American Express) have instituted what’s called the liability shift for lost/stolen credit card transactions that occur in a face-to-face environment. Retail merchants that do not have a terminal or POS system capable of reading EMV smart cards will be financially responsible for disputes pertaining to lost/stolen credit card transactions.
